IP6 Normalizations

IP6 normalizations are enabled with:

    preprocessor normalize_ip6

Base normalizations enabled with "preprocessor normalize_ip6" include:

• Hop limit normalizaton if enabled (explained below).

• NOP all options octets in hop-by-hop and destination options extension headers.
